OUR SETTING is a city in what used to be Spain. The year is approximately 2050, though no one is entirely sure. Technology is about where you would expect: a bit more streamlined, a bit more efficient, but very similar to what we have now.
Except that at some point, the governments got off their collective asses and decided it was time to do something about that whole space program thing. Working off the success of the International Space Station, they created orbiting stations suitable for large populations. Not long after, the first colony on Mars was established, and became self-supporting inside a decade.
People started moving. Global warming happened; sea levels are up and winter doesn't really happen anymore except in the most northern areas. As political unrest became an ever-present danger, everyone who could get out did.
People being what they are, as soon as the guys who made the decisions didn't have to worry about radioactive fallout, wars started happening. There's no such thing as Iran anymore, and not a heck of a lot of Korea either. Lots of the Middle East is uninhabitable, ditto quite a bit of China. Most of the Eastern US is bombed out and sometimes glows in the dark. Weird mutated animals run free, people get into huge trouble just walking into the wrong place, the water supply's full of chemicals and nothing electronic works anymore. Earth is, in short, headed for Hell in a handbasket. Anarchy reigns.
In Futatsu and SingKueh's time, the government, located in space, is attempting to control the people, located on Earth. The people are displeased. The government is displeased. Guerrilla warfare is more-or-less standard, as new military bases get set up and new groups of rebels (or terrorists, depending where you are) blow them all to hell.
The people of space are not pleased with this, because seriously, who wants to send their kids to a radioactive hellhole to be killed by Earthsider trash? The government is eventually forced to give up the ghost and leaves Earth to its own devices.
A generation after this occurs, people begin to rebuild. An apprentice system is adopted by general agreement, barter is established, and some communities are developing states.
As for the people who moved off? Well, they sometimes show up to do research, but they stay far away from the people who live there now. As for the rest of them, who wants to go somewhere like Earth when you could go to lovely terraformed Mars?

THE CITY is one of the first places to rebuild after the war, though 'rebuild' is a bit of a strong word. Not having the big machines or the time and manpower to make new large buildings, they use the bombed-out remains of what's there as housing. They try to get rid of as much of the debris as they can, but new stuff shows up every day what with all the fighting that's still going on, and heck, some of the bits of skyscrapers are practically national monuments.
Most commerce takes place in a bazzar-style tent market on the main street. The economy operates on an intricate barter system. Local farmers, what there are of them, provide all the food - barley and pork are the main products. Imports are rare and highly prized, especially rice and beef. Clothing is mainly wool made up in the styles popular before the war, though there are a lot of technically stolen clothes going around - hey, no one else was using them.
Elders (read: anyone over thirty) in the City get a lot of respect, especially anyone who was in the war, but don't usually have much power - that honor goes to the people who've made names for themselves after the war. Power, of course, is a relative thing, as the City isn't exactly headed for a government anytime soon.

FUTATSU was a pilot on Mars when he was younger. He crashed on Earth during the early years of the war and decided he couldn't leave. Now he's twenty-eight (he thinks), making him one of the older people in the City. He flatly refuses to lie but sees the truth as being as maleable as gold. He enjoys blowing things up. He's also a hell of a good mechanic and spends a lot of time beating bits of metal to make them work properly. He intends someday to get everyone off this damn planet and leave it to the mutant cockroaches.
SINGKUEH is half-Chinese and half-European mutt. He's around twenty-five, very big on honor and one's proper place in society, speaks sharply and carries a big sword. Doesn't have a high opinion of women or most men or really anyone who's not him or hasn't saved his life a few times. Still, he'll defend to the death anyone he sees as weaker - simultaniously
gratifying and annoying - and he supports his friends without question.
RELA is a kid who dyes her hair bright orange and wears combat boots at all times. She's about thirteen but looks younger due to malnutrition, and she's one of the most popular kids in the City. This is mostly due to her daring exploits, usually involving climbing into the windows of rooms where people like Futatsu and SingKueh discuss the next plan of attack or latest problem. The adults are pretty sure she's trustworthy but are a bit scared of her.
SCHUU is about five in this timeline. He's got no parents and no association, so he's of the class called 'strays'; mistrusted and scarce, strays wander from town to city trying to find work or failing that, good targets for theft. When he's about ten he'll steal from Rela and the rest is history. He turns out to be very, very good at following orders and also at sharpshooting.
May 12, 2020: Eurasian Space Exploration Protocol signed by several world powers.
August 3, 2021: First manned trip to Mars.
2035: First permanent space colony.
April 12, 2036: Futatsu born.
2036: Terraforming begun on Mars.
May 15, 2039: SingKueh born.
January 1, 2040: Terrorist organization explodes dirty bomb in New York City.
March 8, 2040: US declares war on South Korea, allies with China and Great Britain.
2042-45: Mass exodus to space colonies and Mars.
October 23, 2045: Great Britain Colony Audentia destroyed by uncertain means; assumed to be terrorist act.
February 17, 2046: US Colony Inceptia launches hydrogen bomb on South Korea.
February 28, 2046: US Colony Inceptia destroyed by Earthside Rebel, a terrorist organization.
March 3, 2046: Electromagnetic pulse takes out 90% of Earth electronic systems.
[Earth records between March of 2046 and c.2058 are rare, and Colony records are often contradictory.]
May 18, 2055 [US Colony records]: Last Colony soldiers withdrawn from Earth.
